EIDA accuses Expatriates of being Complacent
Well, anybody who have applied for the Emirates ID Card, in past two months, is well aware of the inefficiency of the process. From a website that stucks most of the time, to staff that is unable to manage pressure, EIDA has failed to meet its own defined deadlines.
First EIDA set unrealistic deadlines for the expatriates to get registered for Emirates ID Cards. Then, they applied pressure tactics by announcement of fines and barring services like bank transactions etc. When the panicked expats started to rush EIDA registration centers, the system collapsed under the pressure and they have to announced an extension of deadline.

More on Emirates ID Card extension
As noted earlier, due to failure in meeting its targets, EIDA has extended the registration deadline for professional expatriates from December 31, 2008 to February 28, 2009. However they are still playing with words, saying they have rescheduled the dates for ID card registration.
Now the registration of expatriates working in the government sector and all professional expatriates (Category 1) will continue till February 28, 2009.
Registration of Category 2 – which includes administrative staff in private sector (translators, secretaries, typists, storekeepers and receptionists) and students – will start on March 1 and will continue until June 18.

EIDA failing to meet targets for Emirates ID Card
EIDA officials are still presistent that there will be no change in December 31 deadline and Dhs 1,000 fine will be imposed on Emiratis unable to register for their ID cards by the deadline.
Target for December 31, 2008:
- Emiratis 825,000
- Expatriate Professionals 600,000
Registration completed by November 30, 2008:
- Emiratis 596,000
- Expatriate professionals 107,000
- GCC nationals 8,000
Residents yet to register:
- Emirates 229,000 left
- Expatriate professionals 493,000 left
- Total remaining: 722,000
This implies that EIDA has to register at least 38,000 residents per day, without any day off, to meet the targets.

Emirates ID Card to replace Health Card
As mentioned earlier, one of the potiential usage of Emirates ID Card, mentioned by EIDA, is that it can be used as Health Card.
However, those who have yet to get the ID Card can continue using existing Health Card.

Emirates ID Card registration date not extended, but extended?
Yeah, as confusing as it may sound, that’s how it is.
Darwish Ahmad Al Zarouni, Director-General of the EIDA, says,
“We will announce the time frame for new categories of expatriates on February 1, 2009, but the registration will continue (for the existing category) throughout the month of January.”
This means that EIDA has not extended the deadline but in effect provided a month long grace period for registration.
This also means that expartirate professionals who are not rushing for ID card registration now, standing in long queues and waiting for hours to go through the registration process, may face less rush when they visit registration centers, past December 31 deadline.

EIDA Staff gets Anger Management Training
EIDA Staff processing Emirates ID Card applications have been given anger management training, amongst other trainings, to deal with rush of frustrated expatriates trying to register before the deadline of December 31, 2008.
During a radio interview, Thamer al Qasemi, the planning director at the Emirates Identity Authority (EIDA), pleaded for people to be patient with staff. The National reports some incidents were people vented out their anger on inefficiency of EIDA staff and registration system.

Registration Proccess for Emirates ID Card
As per Emirates Identification Authority, the registration process for Emirates ID Card is as follows:
1. Filling the Pre-Registration form at the typing centers within our Registration Center or Emirates Post Centers at a cost of 40 AED or free of charge from our website
2. Visiting in person the Registration center with the following documents:
• UAE Nationals
- Pre-Registration Form (With 2D barcodes)
- Original Valid Passports
- Original Family Book
• Residents
- Pre-Registration Form (With 2D barcodes)
- Original Valid Passport, with
- Valid Residency permit
